RECD JUL 2 4 2015
PACTIV
Fonrisrnce/Food Packaging
Pactiv Response: These fines have been cleaned up. The fines accumulated as part of the
clean-up are being used as part of the waste characterization testing. In addition, this area
has been included as part of our monthly waste inspection.
Oily film was noted on the facility's floor adjacent to the satellite accumulation area.
Pactiv Response: This area has been cleaned up and procedures have been put in place to
mitigate future occurrences. In addition, this issue has been placed on a monthly inspection
checklist. The waste generated during this clean-up was included with the other ink& oily
solids, which is managed as a Non-RCRA, California Hazardous Waste.
Large oily staining and some loose oil-saturated and dry absorbent were noted around the base
of the outdoor Quincy Rotary Screw vacuum pump located in the compressor area.
Pactiv Response: A professional environmental company was hired to clean the compressor
area. The waste is currently staged on site and will be properly disposed of as a Non-RCRA
California Hazardous Waste.
303
One eye wash/shower combo located adjacent to the battery charging station in the "cup"
production area, and one eye wash/shower combo station in the OPMR area did not appear to
be maintained, Mr. David Bauer indicated that they should have been inspected.
Pactiv Response: All stations are now being checked and initialed. This has been added to a
regular EHS inspection checklist. See photo in Attachment 7.
Furthermore, standing oil and debris were noted inside the secondary containment in the
satellite accumulation area.
Pactiv Response: The oil and debris have been removed from the secondary containment
area —see photo in Attachment 8.
403
One 55 gallon container with a "Simple Green"label containing 1-2 inches of grayish liquid,
which according to Mr. Bauer was not 'Simple Green"lacked a cap.
Pactiv Response:The Simple Green container did, in fact, contain Simple Green. This material
is useable product and not a waste.
One 5-gallon open container full of oil soaked absorbent pads was located adjacent to the
leaking Quincy Rotary Screw Vacuum Pump noted in the previous violation.
Pactiv Response: The 5 gallon container has been removed and the waste is being managed
as part of the ink and oily solids waste stream.
One open 55-gallon container overflowing with oil-soaked absorbent pads was located in the
satellite accumulation area.
