From: David Gorton
Sent: Wednesday, April 28, 2010 11:23 AM
To: 'Aril Cacapit [EH]'
Cc: Stephen Kludt (steve@kludtoil.com)
Subject: Used Oil Collection Questions
Hi Aris,
As per our telephone conversation regarding E.F. Kludt & Sons, Inc. (Kludt) I have a few questions, but
first a little background:
Kludt provides a valuable service to San Joaquin County, helping to ensure that used oil and filters are
properly managed instead of being improperly disposed of or abandoned. Kludt is a Certified Collection
Center for used oil and used oil filters for use primarily by agricultural businesses and other small
businesses. They may, at their discretion, accept oil from the general public, but this is not typical. Kludt
keeps a log of all oil drop-offs at their location. Kludt does not use the equipment in order to dispose of
the used oil that they generate as a business, so all used oil collected is from the public or small business
and they wish to avoid being categorized as a Large Quantity Generator.
Here are my questions:
1) If a small business wishes to drop off used oil at Kludt and does not give an EPA ID number, is the
used oil to be accepted or turned away?
2) What happens if the EPA ID number given to Kludt by a small business at the time of delivery
turns out to be inaccurate or incorrect? Would Kludt face any repercussions from this scenario?
3) Should Kludt accept used oil from residents and, if so, what protocols must they follow to avoid
being categorized a Large Quantity Generator?
4) If Kludt were to use the oil equipment for used oil or used oil filters generated as a direct result of
Kludt's operations, what steps would they have to take to separate this waste stream from the
one that they accept from the public and small businesses?
Please advise.
Thank you,
David
David Gorton, Management Analyst
Planning and Materials Management Section
San Joaquin County - Public Works
Solid Waste Division
1810 E.
