Sacramento St. Lodi, CA Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS 1,CLASS II,or MINOR-Notice to Comply) <br /> 108. Four 55 gallon drums of unknown material were left outside at the south west storage lot. Two 55 <br /> gallon drums, a five gallon bucket, and a storage bin of unknown material were left outside next the east <br /> fence by the railroad track. Any person who generates a waste shall determine if the waste is a <br /> hazardous waste. Immediately make a hazardous waste determination for the unknown material and <br /> manage them according to the Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how this waste was managed by 4-9-12. <br /> 122, 123, & 124. Manifest numbers 000277138CEX, 000893172SKS, 001706133SKS, 001876562SKS, <br /> 002079081 SKS, and 002237221 SKS were found without a signed off copy from the destination facility. <br /> Manifest number 001916833SKS was not found on site. Hazardous waste generators shall retain copies <br /> of all manifests signed off by the destination facility on site for three years and have them readily <br /> available for review. If the generator did not receive a copy of the manifest with the handwritten <br /> signature of the owner or operator of the facility to which the generator's waste was submitted within 60 <br /> days of the date the waste was accepted by the initial transporter, the generator shall submit a legible <br /> copy of the missing manifest, with some indication that the generator has not received confirmation of <br /> delivery. This information shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifest or prepare and submit the required information to <br /> DTSC. By 4-6-12, submit to the EHD a copy of the signed off copy of the manifest or a copy of the <br /> information submitted to DTSC. <br /> 405. Stan Esposito confirmed that the containers of hazardous waste are not being inspected weekly. <br /> Nor is there documentation on site to show how often these containers of hazardous waste are being <br /> inspected. Containers of hazardous waste must be inspected weekly. Correct immediately by <br /> implementing weekly inspections of the hazardous waste containers. <br /> 407. Approximately 58 empty 55 gallon drums that used to contain hazardous material were not labeled <br /> empty nor with the date emptied. Containers larger than five gallons that previously held a hazardous <br /> material shall be marked with the date they were emptied and managed within one year of being <br /> emptied. Immediately mark and manage all empty containers per this section. <br /> 605.
