One fire extinguisher in <br /> the shop had a gauge reading 'recharge.' All facility communications or alarm systems, fire protection equipment, spill <br /> control equipment, and decontamination equipment, where required, shall be tested and maintained as necessary to <br /> assure its proper operation in time of emergency. Immediately begin this practice and conduct all necessary fire <br /> extinguisher maintenance. <br /> This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> A blue plastic container of waste absorbent was observed behind the shop with no lid. A 55 gallon drum marked <br /> "waste oil"and two 55 gallon drums in the oily waste drum storage area were observed with liquid inside and open <br /> bungholes. Metal fines from the metal grinder were observed on the ground in the shop and on and around equipment, <br /> uncontained. The facility's response to the 2012 hazardous waste generator inspection stated that the facility would <br /> be handling all metal fines as hazardous waste. All hazardous waste containers shall be closed at all times except <br /> when adding or removing waste. Immediately close these containers and ensure all hazardous waste containers are <br /> closed when not adding or removing waste. <br /> This is a minor violation. <br /> 406 CCR 66261.7(f) Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> Five 55 gallon drums which previously held hazardous wastes and materials were observed in the storage area behind <br /> the shop with no empty labeling. Containers larger than five gallons that previously held a hazardous material shall be <br /> marked with the date they were emptied and managed within one year of being emptied. Immediately mark and <br /> manage all empty containers per this section. <br /> This is a minor violation. <br /> 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. <br /> A tote of used oil was observed on site without an accumulation start date; according Mr. Sunthorn (based on the <br /> disposal record faxed to the facility)the used oil was last hauled on December 22, 2014. No uniform manifests were <br /> found for the last three years on the DTSC website for absorbent or metal grindings. Facilities who generate less than <br /> 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored on site at any time may store <br /> waste on site up to 180 days.
