A 55 gallon drum marked <br /> "waste oil"and two 55 gallon drums in the oily waste drum storage area were observed with liquid inside and no <br /> hazardous waste labeling. Metal fines from the metal grinder were observed on the ground in the shop and on and <br /> around equipment, unlabeled. The facility's response to the 2012 hazardous waste generator inspection stated that <br /> the facility would be handling all metal fines as hazardous waste. The used oil tote was observed behind the shop <br /> with a faded, blank hazardous waste label, and labeled with only the contents on a separate sticker. All hazardous <br /> waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties(ignitable, corrosive, reactive, toxic) <br /> - physical state(liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. Since it cannot be determined how long these wastes have been on site, immediately contact a licensed <br /> hazardous waste hauler to dispose of these wastes under manifest and submit a copy of the manifests to the EHD. <br /> This is a repeat violation, Class Il. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. The hauler was able to <br /> fax a copy of one disposal record for used oil filters at the time of inspection, dated 1/5/15. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> A blue plastic container of used oil filters was observed in the storage area behind the shop with no labeling. Used oil <br /> filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil filters," <br /> and marked with an accumulation start date. Immediately label this container and ensure that all used oil filters are <br /> managed in this way. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by October 17, 2015. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at hftp://cers.calepa.ca.gov.
