After completing the
inspection, you provided us with your Inspection Report on June 8, 2015, which listed each
potential violation and requested documentation of corrective actions, along with a Return to
Compliance Certification.
This letter provides our response to each of the potential violations, including corrective actions
where necessary. The completed/certified Return to Compliance Certification Form is also
provided as Attachment 1 to this letter. For ease of review, a brief summary of each potential
violation is provided, followed by Pactiv's response and corrective action, if needed.
102
The hazardous waste determination for waste ink rinse, ink mop water, and ink wash water is
incomplete. The analytical did not include a bioassay.
Pactiv Response: A bioassay was completed as part of this waste determination (see
Attachment 2). All supporting laboratory results for this wastestream are now included in
our waste characterization files.
The quality control for the ink water analytical results indicated several areas that were outside
of acceptable limits;no explanation was found indicating if the results were still acceptable or
why the results may have been accepted.
Pactiv Response: The laboratory performing the waste determination analysis for the ink
wash water has indicated that none of the quality control notes/comments invalidate the
analytical testing. Correspondence from the laboratory is provided as Attachment 3. This
correspondence is included as part of the ink wash water waste characterization files.
