Metal fines generated from grinding, drilling, and cutting are being recycled as scrap metal without <br /> first determining particle size or hazardous properties. Any person who generates a waste shall <br /> determine if the waste is a hazardous waste. Immediately stop recycling metal fines, make a hazardous <br /> waste determination for the metal waste, and manage it according the Title 22 hazardous waste <br /> regulations. Particles 100 microns or smaller must be handled as hazardous waste if the metal is <br /> determined to be a hazardous waste. Submit a statement and supporting documentation explaining how <br /> this waste was managed by November 7, 2013- REPEAT VIOLATION <br /> 605. Two 55 gallon blue steel drums and a 55 gallon white steel drum of waste sludge were observed in <br /> the outside storage area without accumulation start dates; according to disposal records, this waste was <br /> last removed on August 26, 2013. A 5 gallon white plastic bucket of used oil was observed in the shop <br /> without a lid or label. A 5 gallon white plastic bucket of unknown liquid waste was observed at Press 2 <br /> Roll Stand without a lid or label; according to Mr. Ross, this waste appears to be water, but will be <br /> disposed of as hazardous in case it has some oil in it. A 55 gallon red steel drum of used oil was <br /> observed in the inside storage area with only the contents labeled.
