Blue ink wash water (worst case) was sampled in 2015 and is <br /> discussed in the finding below. <br /> 103 <br /> According to the manager, the waste streams for the ink wash water were sampled and shown <br /> to be nonhazardous. No waste analysis was available for review. Immediately locate a copy of <br /> the waste analysis conducted for the ink wash water and submit a copy to the EHD. <br /> Pactiv Response: A copy of the 2015 ink wash water analysis is attached along with a <br /> presentation given to the EHD in 2015 (See Attachment 2). Please note that printing no <br /> longer occurs at this facility. <br /> 113 <br /> Copies of hazardous waste disposal records for used oil were not found on site. According to the <br /> manager, Watts comes to service the forklifts. Hazardous waste generators shall retain copies <br /> of all manifests signed off by the disposal facility and all receipts for 3 years. Immediately locate <br /> a copy of all manifests and receipts for the last three years, maintain them on-site, and submit <br /> copies of the forklift receipts to the EHD. <br /> Pactiv Response: Historically, when the Watts technicians came out to service Pactiv <br /> forklifts, they brought any used oil back to their location for storage and disposal. Watts <br /> does not separate Pactiv used oil from other customers' used oil as it is consolidated onsite <br /> and then sent for disposal. Watts does keep all disposal records (manifests) for three years <br /> at their facility. For all future forklift maintenance activity by Watts, Pactiv will retain the <br /> used oil on-site for disposal and keep disposal records for 3 years. <br /> 301 <br /> In the ink area, one metal quart sized container was flipped upside down with dried ink waste <br /> coming out of it. <br /> Pactiv Response: The metal quart sized container and dried ink have been cleaned to the <br /> extent possible and put in the ink solids storage at the facility. <br /> In the compressor room, oily staining and oily absorbent were observed on the ground. <br /> Pactiv Response: The oily staining has been cleaned to the extent possible. The oily <br /> absorbent generated during the cleanup and oily absorbent observed during the inspection <br /> was placed into containers designated for oily debris storage at the facility. <br /> In the machine room, used absorbent and dried ink were observed on the ground and on the <br /> machines. <br /> Pactiv Response:The dried ink has been cleaned to the extent possible and put in the ink <br /> solids storage at the facility. The oily absorbent was placed into containers designated for <br /> oily debris storage at the facility. <br />
