Cleaning solvents make up the next category of hazardous waste. Approximately <br /> one ton of Safety Kleen solvent waste was manifested for disposal. Late in 1993, <br /> Dopaco, Inc. switched to a cleaning solution made by Inland Technology and <br /> consisting of C-12 and C-13 hydrocarbons. Parts washing now generates much less <br /> waste and works as efficiently. <br /> Solid hazardous waste makes up the last category. Plastic bags, rags, absorbent <br /> materials, and other materials contaminated with ink and alcohol account for 4 <br /> tons of the total hazardous waste generated. Again, Romic Chemical transported <br /> and disposed of this waste. <br /> VII. NO VIOLATIONS NOTED AT TIME OF INSPECTION. <br /> VIII. OBSERVATIONS: <br /> On August 15, 1994, I arrived at Dopaco at approximately 1 p.m., I met with Beth <br /> Pratt and immediately began the facility inspection. We began in the printing <br /> room where we observed hazardous waste containers located at their points of <br /> generation. Appropriate spill, fire, and decontamination equipment was readily <br /> available in the event of a spill or leak. <br /> After the "Printing and Thermoformer Room", we inspected the OPMR room <br /> where printing equipment is cleaned, stored, and prepared for production. This is <br /> where the Safety Kleen solvents are used. <br /> We then walked to the rear of the complex and outside where hazardous waste <br /> and hazardous materials are stored. A fenced, labeled, and bermed enclosure has <br /> been built to more securely store these chemicals. The hazardous wastes and <br /> materials were separated by a 10" cement berm. Beth Pratt pointed out that <br /> proper personal decontamination equipment had been installed as requested <br /> during the 1993 inspection. <br /> From here, we went back inside to the "Finishing Room". This is a highly <br /> automated equipment room where the printed paper products are formed, glued, <br /> and prepared for shipping. <br /> Upon completion of the facility inspection, we regrouped in the conference room <br /> to review documents which include hazardous waste manifests, bills of lading, land <br /> disposal restriction forms, employee training records, the contingency plan, <br /> biennial report for 1992-1993, hazardous waste minimization plan, the hazardous <br /> waste minimization report, inspection logs, analytical results from waste <br /> classification tests, the incident log, and wastestream information reports. <br /> 4 <br />
