All <br /> sample results were below the applicable USEPA Residential Regional Screening <br /> Levels (RSLs) or Department of Toxic Substances Control Screening Levels (DTSC-SL) <br /> with the exception of Arsenic. <br /> Comments and Directives: <br /> Comment#1; Arsenic was detected in the North, South, East, West, And Center <br /> samples at concentrations ranging from 2.2 milligrams per kilogram (mg/kg) to 5.5 <br /> mg/kg. The West (3.4 mg/kg), South (4.4 mg/kg), and Center (5.5 mg/kg) samples <br /> exceeded the USEPA RSL for Industrial Soil of 3.0 mg/kg. <br /> A review of the (PG&E) McDonald Island Compressor Station C-51 Tank Site (Site) <br /> located at 1181 Zuckerman Road that is approximately 2,200 feet southwest of the <br /> excavation reveals an average background concentration for arsenic of 6.27 mg/kg was <br /> calculated using a four-point composite sample. While the West, South, and Center <br /> samples exceeded the Industrial Soil RSL they appear to be below the regional <br /> background concentration. No additional assessment for arsenic will be required at this <br /> time. <br /> Comment#2: In email correspondence dated January 22, 2018, the Central Valley <br /> Water Board approved backfilling of the excavation with clean fill material and disposal <br /> of the soil stockpile. Prior to granting a no further action status for this Site, <br /> documentation of the backfill of the excavation including the status of the stockpiled soil <br /> must be received. <br /> The Central Valley Water Board staff requires a report documenting the backfill of the <br /> excavation be submitted. This report should include all relevant lab data pertaining to <br /> the sampling of the excavation and status of the resulting stockpile. The report must be <br /> submitted by April 30, 2018. <br /> In addition to a hard copy you are also required to submit all documents in electronic <br /> format to the State Water Resources Control Board's GeoTracker database pursuant to <br /> the California Code of Regulations (Title 23, Section 3890 et.seq.).
