SA NUJ OAQ U I N Environmental Health Department <br /> COUNTY— <br /> Complaint Record Daily Time and Activity Summary from 12/14/2017 to <br /> 12/28/2017 for 000045277 located at <br /> 2121 N ZUCKERMAN RD <br /> Activity Date Recorded by <br /> 12/14/2017 12:40PM - Received a page for the complaint while out in the field at another PE 2546 FLORIDO <br /> 120 min complaint. SC 544 <br /> 1:10 PM-Arrived back at the office and received the complaint information which <br /> regarded the release of an unknown amount of production fluid to the ground, <br /> reportedly non-hazardous fluid. Complaint reported by Ralph Roberts, <br /> Environmental Field Specialist of PG&E, and occurred at the PG&E facility at 2121 <br /> N. Zuckerman in Stockon. The source of the spill is unknown. I called Ralph <br /> Roberts(209-323-9492)who said PSC is on site beginning the clean up of the <br /> contaminated water on the soil. Ralph said there is a drain nearby that leads to a <br /> field outside of the facility, however he does not believe the production fluid has <br /> reached the drain and he said absorbent pads and booms were applied to prevent <br /> the fluid from reaching the drain. Ralph does not know the cause of the release, <br /> nor does he know if the release is ongoing, at this time. I told Ralph I would be on <br /> my way to the site shortly. Ralph sent me his exact location on the emergency cell <br /> phone, since the address reported was not the exact location. <br /> 2:00 PM: Left the office later than expected due to another complaint I received <br /> while still in the office. <br /> 2:30 PM: Arrived on site and met with Ralph Roberts. PSC was on site sucking up <br /> pooled water from around the outside of two containment areas for four holding <br /> tanks, three tanks labeled 'Rain Water" and one tank labeled"Exempt <br /> Non-Hazardous Production Fluid."The water and gravel around the two <br /> containments had an oily, reddish sheen. Ralph did not believe the release came <br /> from the tank themselves, but said it could be a release from the underground <br /> piping. There was also water inside the containment with the production fluid <br /> holding tank, however the water did not have any sheen. The water outside of the <br /> containments led to a drain about 400 feet away. The water and gravel leading to <br /> the drain did not have any sheen nor odor. Absorbent pads and boom had been <br /> applied to prevent the release from reaching the drain. The absorbent pads <br /> around the containment had a reddish stain on them. Ralph is having PSC remove <br /> all of the water around the containments and the water leading to the drain, <br /> however not the water inside one of the containments. Ralph said he is going to <br /> have a contractor come to the site in the coming days to continue the clean up by <br /> excavating the contaminated soil. I told Ralph to notify me once he knows when a <br /> contractor will be at the site to continue the clean up. Ralph agreed. <br /> I asked Ralph how will and where the waste generated would be disposed of. <br /> Ralph said the waste would be disposed of as non hazardous at Seaport. Ralph <br /> said he would provide me with testing that was done on the production fluid that <br /> proves it is non hazardous. <br /> I issued a Notice To Abate to Ralph. <br /> 4:00- Left the site. <br /> 12/15/2017 Generated Prop 65.
