SAN _J O A Q U I N Environmental Health Department
C0UNTY--
Complaint Record Daily Time and Activity Summary from 12/14/2017 to
12/28/2017 for C00045277 located at
2121 N ZUCKERMAN RD
Activity Date Recorded by
12/15/2017 Completed Emergency Response Record Form and my narrative from yesterday. PE 2546 FLORIDO
60 min SC 544
Received an email from Ralph Roberts saying that PSC is on site conducting the
clean-up by removing oil-impacted soil and gravel and placing it into one of
PG&E's onsite roll-off bins. I called Ralph, however he did not know when PSC
would be done with the clean up. Ralph also did not yet know the cause of the
release, however he did say he believes the release has stopped. I told Ralph to
keep me updated and to inform me once he knows what time PSC will almost be
done with the clean-up so that I can go to the site to verify. Ralph agreed.
I emailed Ralph asking him to send me the contact information for the PSC
contact performing the clean up.
12/15/2017 Received a call from Ralph Roberts, who said PSC was on site and almost done PE 2546 FLORIDO
120 min with the spill clean up. I told Ralph I would meet him at the site shortly. SC 544
1:45 PM -Arrived on site and met with Ralph Roberts and Dan Tank of PG&E.
They still did not know the cause of the release of production fluid. Ralph said that
each of the three rain water holding tanks and the one exempt non hazardous
production fluid holding tank did not show a decrease in fluid level. Ralph suspects
that either the ground water is coming to the surface and with it bringing up
production fluid that was previously in the ground, or there is an issue with the
underground piping. At the time of inspection, I did not observe any oily reddish
sheen on the water and soil that I witnessed yesterday. PSC removed the
impacted soil, grave, absorbent pads, and boom and put them into a roll of bin
nearby at the PG&E facility. The PSC truck that pumped up the impacted water
from the soil had hauled the water off the site to Seaport. Ralph indicated that
samples of the soil were taken yesterday for testing. I told Ralph to provide me
with the soil test results, the test results for the production fluid, and the disposal
records for the waste generated. Ralph agreed. Ralph indicated that they would
not backfill the excavated area with gravel until they determine the cause of the
release. Ralph is to monitor the area to see if more sheen becomes visible in the
coming days. I told Ralph to notify me if sheen becomes visible. Ralph agreed to
keep me updated.
Left site at 2:45 PM
12/21/2017 Reviewed production fluid (C5/C6 tanks) and rain water analytical results (D2 PE 2546 FLORIDO
30 min tank), received on 12/15/17 from Ralph Roberts of PG&E. Benzene and Toluene SC 544
results for the production fluid in the C5/C6 tanks show .045 and .055 mg/L,
respectively, which are above the maximum concentration levels(MCL)for those
two compounds (.001 mg/L for Benzene and .15 mg/L for Toluene).
Ralph Roberts emailed me a photo of the shipping document for the impacted
water that was removed from the soil by PSC on 12/14/17. The 1500 gallons of
fluid removed was taken to Seaport Refining and Env. LLC at 679 Seaport Blvd.
Redwood City, CA 94063.
