Marley Cooling Tower Company u February 7, 2003
Groundwater Treatment System
San Joaquin County
Inspection Report
September 23 Follow -Up Visit:
On Septmeber 23, 2002 Sudhakar Talanki and I (John Russell) visited the site to obtain additional field pH
measurements in the canal. We also visited the treatment plant and further discussed the treatment plant
operations, and the specific sequence of events that caused the spill with Mr. Lieb and Mr. Lingo.
We collected field pH measurements at eight points in the canal, and collected one sample of the white
precipitate from the outfall pipeline for laboratory analysis. A summary of our pH field measurements is
provided in Table 2, and a summary of the laboratory results of the white precipitate is provided in Table 3.
During our site visit, we only noted several small (4- to 5 -inch long) dead fish in the canal downstream of the
outfall. It appeared that the fish cleanup performed by MCTC successfully removed the majority of the dead
fish noted on our previous visit.
Table 2: Summary of Board Staffs Field Measurements
Date(Time)
Sample Location
pH
9/23/02
At the outfall.
8.59
1:40pro)
Location
m
9/23/02
Main St Bridge, 7500 feet upstream of the outfall.
8.11
2:45 m
At the
83
9/23/02
2,600 feet upstream of the outfall.
8. ] 7
3:05 m
outfall
9/23/02
1,300 feet upstream of the outfall.
8.08
3:10pro)
9/23/02
600 feet downstream of the outfall.
8.12
3:25pro)
9/23/02
1,450 feet downstream of the outfall at the Fremont Street bridge.
8.12
(3:28 m
9/23/02
2,600 feet downstream of the outfall.
8.12 -
3:50 m
9/23/02
5,800 feet downstream of the outfall.
8.00
3:55 m
9/23/02
6,600 feet downstream of the outfall at the weir.
8.13
4:00 m
Table 3: Summary of Laboratory Results of Solid Sample Collected by Board Staff
Date (Time)
Sample
Chromium
Copper
Calcium
Sodium
Location
m
m
m
m
9/23/02
At the
83
11
330,000
2,300
3:20 m
outfall
7
Approved:
