Marley Cooling Tower Company
Groundwater Treatment System
San Joaquin County
Inspection Report
September 24 Sampling Results:
/ February 7, 2003
Marcus Pierce and Sudhakar Talanki (both Board staff) collected surface water samples at 3 locations in the
Stockton Diverting Canal:
7,500 feet upstream of the outfall at the Main Street bridge
At the outfall.
* 6,600 feet downstream of the outfall at the weir.
Water samples were submitted to a state certified laboratory for analysis of total chromium, hexavalent
chromium, arsenic, copper, and total dissolved solids TDS. Table 4 presents the results of laboratory analysis.
The results indicate that concentrations in the canal were below the NPDES permit receiving water limits for
all constituents that were sampled, and confirmed that the discharge at that time was in compliance with the
permit.
Table 4: Summary of Laboratory Results of Water Carnpipe CnnPeta.i by ct.,rr
Date
Sample
Total
Hexavalent
Arsenic
Copper
TDS
pH
(Time)
Location
Chromium
Chromium
(mg/liter)
(mg/liter)
(mg/liter)
-(mg/liter)
(mg/liter)
9/24/02
Main St Bridge,
ND
ND (reporting
ND
ND
110
8.34
(12:10
7,500 feet
(reporting
limit 1)
(reporting
(reporting
Pint)
upstream of the
limit 50)
limit 5)
limit 5)
outfall.
9/24/02
At the outfall.
ND
ND (reporting
ND
ND
150
8.03
(12:30
(reporting
limit 1)
(reporting
(reporting
m)
limit 50)
limit 5
limit 5)
9/24/02
6,600 feet
ND
ND (reporting
ND
ND
160
8.28
(1:00 pm)
downstream of
(reporting
limit 1)
(reporting
(reporting
the outfall at the
limit 50)
limit 5)
limit 5)
_
weir.
ND = not detected at the at or above indicated reporting limit
Detailed Chronology:
Date: Time: Event/Notes:
9/16/02 or Between 10 * Discharge of caustic solution to Stockton Diverting Canal from groundwater
9/17/02 pm and 7 am treatment system malfunction. A pH sensor/meter system failed, causing
continuous discharge of caustic solution, resulting in a high pH in the treated
water discharge. Records from MCTC and conversations with MCTC staff
indicate that approximately 2,160 gallons of 50% by weight of sodium
hydroxide could have potentially been released.
9/17/02 7:07 am * MCTC staff note that the effluent pH meter signal was sending a constant and
false "low pH" signal of 2.79 to the pH adjustment pumps. This in turn had
8
Approved:
