Marley Cooling Tower Company <br />Groundwater Treatment System <br />San Joaquin County <br />Inspection Report <br />February 7, 2003 <br />1:40 pm Outfall. pH = 8.59 <br />2:45 pm Main St Bridge, 7,500 feet upstream of the outfall. pH = 8.11 <br />3:05 pm 2,600 feet upstream of the outfall. pH = 8.17 <br />3:10 pm 1,300 feet upstream of the outfall. pH = 8.08 <br />3:25 pm 600 feet downstream of the outfall. pH = 8.12 <br />3:28 pm 1,450 feet downstream of the outfall at the Fremont Street bridge. pH = 8.12 <br />3:50 pm 2,600 feet downstream of the outfall. pH = 8.12 <br />3:55 pm 5,800 feet downstream of the outfall. pH = 8.00 <br />4:00 pm 6,600 feet downstream of the outfall at the weir. pH = 8.13 <br />Several small (4- to 5 -inch long) dead fish were noted in the canal downstream <br />of the outfall, but no larger dead fish were noted. <br />5:30 pm * JSR and SRT arrived back at the office. <br />5:30 pm * SRT left voicemail to Emmanuel Mensah (DTSC project manager) regarding <br />our site visit <br />9/24/02 9:15 am * SRT spoke to Mr. Mensah and updated him on our 9/23 site visit, and told him <br />that he will visit the site again today to collect some water samples for <br />laboratory analysis. Ramos Environmental had finished cleanup of white <br />precipitate at outfall in the soil and vegetation. Cleanup generated 3 55 -gallon <br />drums of soil/debris for offsite disposal. <br />11:30 am * SRT and Marcus Pierce (MLP), another staff person for the Board, arrived at <br />the MCTC site, informed Mr. Lieb of the plans to collect water samples from <br />the canal for laboratory analysis. <br />* SRT and MLP collected groundwater samples at 3 locations in canal: <br />* 7,500 feet upstream of the outfall at the Main Street bridge <br />* At the outfall <br />* 6,600 feet downstream of the outfall at the weir. <br />Water samples were submitted for laboratory analysis of total chromium, <br />hexavalent chromium, arsenic, copper, and total dissolved solids TDS). The <br />laboratory results indicated non-detectable concentrations of total chromium, <br />hexavalent chromium, arsenic, and copper in all the samples. TDS <br />concentrations ranged from 110 to 160 milligrams/liter. <br />1:30 pm * SRT met Warden Oldfather, Mr. Lieb, and Ramos Environmental staff at <br />outfall, and discussed planned cleanup of the effluent pipeline. <br />* Warden Oldfather indicated she intends to provide her report to us when it is <br />finished, she has already talked to JSR. <br />9/25/02 8:30 am * According to Mr. Lieb, the Ramos Environmental arrived at the site with a <br />vacuum truck, started clean up at the outfall/discharge pipeline at 8:30 am. <br />Warden Oldfather was present for the entire cleanup operation. At the outfall <br />the effluent pipeline was cleaned towards the treatment plant. The concrete <br />outfall structure waspressured cleaned. The cleanup debris from the concrete <br />structure was collected and stored on site for treatment by the groundwater <br />treatment system. The vacuum truck then went to treatment plant and <br />vacuumed the water in the pipeline. An estimated 12,000 gallons of water, <br />13 <br />Approved: <br />
