SA N rJ Q Q Q U I N • •Environmental Health Department <br /> CCUNTY— <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON PORT DIST 2201 W WASHINGTON ST, STOCKTON October 13, 2017 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS 1,CLASS II,or MINOR-Notice to Comply) <br /> Item # Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> The following were observed in the hazardous waste storage area at 804 Humphreys Dr.: <br /> -A 55 gallon black steel drum of oily debris with a hazardous waste label located on the lid instead of the drum and <br /> no hazardous property or accumulation start date. <br /> -A 55 gallon black steel drum of solids with no labeling. <br /> -A 55 gallon black steel drum of oily debris with the contents written on the removable green lid and no hazardous <br /> waste labeling. <br /> Diesel saturated absorbent pads and a small amount of standing liquid were observed in the fill box for the east <br /> red-dye diesel fuel tank at 120 Hooper Dr. with no hazardous waste labeling. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> - hazardous properties (reactive, corrosive, ignitable, toxic) <br /> -physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers or place the wastes into properly labeled containers, and ensure that all <br /> hazardous waste containers are marked with all the required information. <br /> This is a repeat violation, Class II. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> The following were observed in the hazardous waste storage area at 804 Humphreys Dr.: <br /> -A 55 gallon black steel drum of used oil filters with a blank"non-hazardous waste" label. <br /> -A 55 gallon black steel drum of used oil filters with a"universal waste" label and the words 'oil filters-drained and <br /> crushed." <br /> Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used <br /> oil filters,"and marked with an accumulation start date. Immediately label these containers properly and ensure that <br /> all used oil filters are managed in this way. <br /> Two 55 gallon black steel drums of used oil filters were observed in the storage area at 804 Humphreys Dr. with no <br /> accumulation start date. The most recent disposal record on site for used oil filters was dated 5/10/16. Facilities <br /> that generate up to one ton of used oil filters per year may store the filters up to one year. Facilities that generate <br /> one ton or more of used oil filters may store the filters for up to 180 days.
