This plan minimizes the hazards to human health and the environment
that may occur as a result of emergencies involving hazardous materials/wastes. The
regulations that specify the contingency plan requirements are found in the Cali lornia
Code or Regulations (CCR), Title 22, Chapter 15, Article 4. beginning with
§66265.50.
As a generator that stores hazardous waste on-site. we are required to complete the
contingency plan. We are to keep one copy of*the plan and submit a copy of the plan
to each agency that may provide emergency response to our facilities. The plan must
be revised whenever the plan !:ails during an emergency, the facility changes, the
contents of the plan change or the regulations change.
The Emergency Coordinator (Safety Officer) has authority to implement the
contingency plan. The emergency coordinator may do this by observation or
review of the facility records or manifests and. ifnecessary, by chemical analysis.
Concurrently, the emergency coordinator shall assess possible hazards to human
health or the environment that may result from the release, fire. or explosion. This
assessment shall consider both direct and indirect effects of release. fic, or explosion
(e.g., the effects of any toxic. irritation, or asphyxiating gases that are generated, or
the effects of any hazardOLIS surface water run-offs from water or chemical agents
used to control fire and heat-induced explosions). If the emergency coordinator
determines that the facility, has had a release, fire or explosion which could threaten
human health, or the environment, outside the facility, the emergency coordinator
Shall report the findings as follows:
