CLASS 11. or MINOR - Notice tr Comolvl <br /># <br />Remarks <br />608 <br />CCR 66266.130 Failed to properly manage used oil and fuel filters. <br />Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br />7Item <br />lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters for <br />the last three years, maintain them on site, and submit copies to the EHD. <br />Accumulation start date of one 55 gallon drum of oil filter 6/21/2011, and therefore has been on site for longer than one <br />year. Facilities that generate up to one ton of used oil filters per year may store the filters up to one year. Facilities tha <br />generate one ton or more of used oil filters may store the filters for up to 180 days. Immediately recycle these filters <br />under a bill of lading and submit a copy of the bill of lading to the EHD. <br />Multiple drained oil filters were not stored in a container, but were observed on top of the used oil drums and waste <br />anti -freeze drum, and one inside the secondary containment. Used oil filters shall be drained of free-flowing oil, stored i <br />a closed, rainproof container, labeled as "drained used oil filters," and marked with an accumulation start date. <br />Immediately dispose of these containers as per this section, and ensure that all used oil filters are managed in this way. <br />This is a minor violation. <br />704 <br />CCR 66273.33(b) Failed to properly manage universal waste lamps. <br />At least 10 (possibly 12) universal waste lamps not in a container were observed at the southeast corner of the shop. <br />Universal waste lamps shall be stored in a manner that prevents breakage and release to the environment. All broken <br />universal waste lamps and releases shall be immediately cleaned and containerized. Immediately store all universal <br />waste lamps in a manner that prevents breakage and release to the environment. This is a minor violation. <br />712 <br />CCR 66273.34 Failed to label universal waste to identify type of universal waste. <br />The lamps referenced in Violation #704 above were not labeled. Universal waste shall be marked with the words <br />"Universal Waste" and the type of waste (batteries, mercury containing equipment, lamps, electronic devices, CRTs, CR <br />glass). Immediately label these wastes and ensure that all universal wastes are labeled with the required information. <br />This is a minor violation. <br />713 <br />CCR 66273.35 Stored UW onsite greater than one year or was unable to demonstrate the time UW has been stored. <br />Unable to determine the length of storage of the lamps referenced in Violation #704 above. Universal waste may be <br />accumulated for no longer than one year from the date the universal waste was generated. The universal waste handle <br />shall be able to demonstrate the length of time that the universal waste has been accumulated. Since it could not be <br />demonstrated how long this waste was stored on site, immediately dispose of this waste and submit a copy of the <br />disposal receipt to the EHD.
