SANJ O A Q U I N Environmental Health Department <br /> COUNTY <br /> Complaint Record Daily Time and Activity Summary from 1/1/2014 to <br /> 6/30/2222 for 000040958 located at <br /> 1780 E YOSEMITE AVE <br /> Actives Date Recorded by <br /> was able to collect most of the white powder. After I finished sample collection, we <br /> went inside the storage building located in the back of the property. This building <br /> was storing other pool chemicals in large bags: like soda ash and sodium <br /> bicarbonate (inside the building to the right of the entrance); white powder was <br /> noted on the floor around the soda ash and the sodium bi carbonate. Pool <br /> equipment was also noted. Two 2,000 gallon poly tanks of chlorine liquid were <br /> located in the northeastern corner of the back storage building. These tanks were <br /> on elevated and metal stilts and surrounded by the cinder block secondary <br /> container. The chlorine is being supplied by Hasa(and tanks are filled every 3 <br /> month in winder and every 1-2 month in summer).Mr. Walker indicated that Air <br /> Board and fire department inspect them and his tanks are all in compliance with <br /> the State. He said he is sure that they area because Hasa would not sell them the <br /> material. Mr. Walker indicated that he fills his own 1 gallon container of liquid <br /> chlorine. I asked if they have any absorbent that they use for spills and I asked <br /> about the wet floor was noted in front of the tanks (outside the secondary <br /> containment), Mr. Walker said they don't have any absorbent and if they spill any <br /> chlorine when they fill the empty containers they wash it down with water. When I <br /> asked where the liquid go does, Mr. Walker indicated that it flows outside the <br /> building and they don't recapture any reinstate. Some corrosion was noted on the <br /> drive way asphalt immediately outside the chlorine storage area. Some staining <br /> was noted in the vicinity of the bulk storage tanks. Mild (not very strong) chlorine <br /> odor was noted inside the bulk storage area. Mr. Walker stated that they don't fill <br /> the muriatic acid containers onsite and receive them pre-filled because it would be <br /> too dangerous to fill them. Walked around the perimeter of the site. One in ground <br /> grate was noted near the northwestern property corner. Mr. Walker indicated that <br /> it's a French Drain which is typically empty but it's full now with all the recent rain. I <br /> saw a 1.2-2 inch hose and a pump lying next to the drain. The end of the hose was <br /> going under the fence and to the neighboring property. I asked him what happens <br /> when the sump gets full, he indicated that they pump it out and pointed out the <br /> pump. After the walk though Mr. Walker offered to show me his SDSs for the <br /> stored materials, I reviewed the SDSs and took picture of the Air Bard letter that <br /> he had on file. 12.5% (by Hasa) Sodium Hypochlorite solution and 31.45% <br /> muriatic acid (by Hasa)were reviewed. Went to the car and discussed what I <br /> found with Muni N. and Kasey F. via phone. Per my conversation with Kasey F. I <br /> prepared the notice to abate immediately for the noted non-empty containers <br /> inside the trash and hazardous waste rinsing. Kasey indicated that I don't have to <br /> leave the checklist and to mail him the inspection report. Prepared NTA and <br /> delivered to Mr. Walker, I read the NTA to Mr. Walker and told him he needed to <br /> stop the hazardous waste rinsing and remove all hazardous waste from his trash. <br /> Discussed hazardous waste storage, and recommended retaining a hazardous <br /> waste hauler who can assist with the waste disposal. I provided the training class <br /> schedule and a sample hazardous waste label. Mr. Walker indicated that he will <br /> comply and will remove items from the trash, he signed my copy of the NTA. Mr. <br /> Walker said that he wants to know what Leslies Pools are doing for hazardous <br /> waste and he is only willing to do what Leslies are doing. I told him that I will mail <br /> him a report which will detail everything that need to be done to bring facility in <br /> compliance. I also went over the CERS requirements. I also provided a copy of <br /> "Pink and green" to apply for the hazardous waste and haz.
