Trucking. This parcel is now in escrow and <br /> may change ownership in the near future. The property is located a <br /> 221 N. Cardinal Ave. in Stockton. The parcel is vacant now except for <br /> existing improvements and was most recently used for trucking <br /> activities. The parcel includes at least 3 underground tanks (gas and <br /> diesel apparently) , several abandoned tanks, 8 or more 55 gallon drums <br /> containing unknown substances, structures, concrete slabs and paving , <br /> and miscellaneous trash. <br /> The property was previously operated as a food processing <br /> facility with floor drains etc. The property is now fenced with chain <br /> link but is not locked. The filler caps to the underground tanks are <br /> accessible and can be removed. The drums contain unknown material and <br /> may have been partially emptied on the property. Signs of trash and <br /> unauthorized access indicate illegal dumping is a possibility. <br /> Previous operations and activities are not completely known and there <br /> is some indication of surface soil discoloration at some locations. <br /> The original alignment crossed directly over the underground tanks. <br /> These tanks have not yet been registered under current state law but <br /> have been given an extention until the September 1986 deadline for <br /> applying for necessary permits etc. The tanks were not properly <br /> abandoned as required by law whenever tanks are not in use for over 6 <br /> months. A new design alternative would cross the parcel farther to <br /> the west and avoid the tanks unless the remainder also had to be <br /> purchased. Any alignment crossing the parcel should be investigated <br /> for hazardous waste potential . All investigation work , but not <br /> cleanup, can be accomplished by use of the State Hazardous Waste <br /> Contract. This investigation could include: <br /> --Surface Soil testing for gasoline, benzene, toulene, xylene, <br /> diesel , total hydrocarbons, pcb 's, pH, and heavy metals. Other <br /> compounds may need to be included in a general scan of the area. <br /> --If surface tests indicate contamination then a more detailed plan <br /> should be developed by the Consultant. This might include soil <br /> borings and/or ground water monitoring. The site is located on <br /> property directly adjacent to Marley Cooling Towers, an EPA Superfund <br /> site currently undergoing extensive investigation for soil and ground <br /> water contamination. It could be necessary to distinguish between any <br /> on site contamination and contamination present from off site. <br /> --If it is necessary to acquire the tank occupied portion of the <br /> parcel , removal and subsequent sampling could be necessary unless the <br /> current/new owner registers or abandons the underground tanks first. <br />
