Weber Ave., Third Floor
P.O. Box 388
Stockton, CA 95201-0388
REFERENCE: ARCO FACILITY #4493- 205 N. CENTER ST., STOCKTON, CA
Mr. Kith,
I am writing this letter in response to your request to secure approval for the temporary closure,
not to exceed one year, of one underground, double wall fiberglass 12,000 gallon gasoline fuel tank.
This tank is presently out of service. The outer wall of the tank which consists of annular space will
not maintain liquid brinetwater solution which is the type of monitoring system it presently has. The
inner tank or primary tank section has no evidence of any leakage.
Elite IV Contractors performed the following work to secure this tank per Kent Miller, Deputy
Fire Marshal, City of Stockton:
1)Pumped existing product over to another gasoline fuel tank.
2)Evacuated the existing product lines to the tank and capped.
3)Plugged & capped existing vapor return line at the dispensers which are also temporarily
out of service.
4)Plugged and/or capped all piping.
5) Terminated all electrical to the sub pump as well as "locked out" the breaker on the electrical
panel.
6)Put 200 lb's of dry ice into tank to remove gasoline vapors.
7)Left the existing vent line open per the 1994 uniform fire code instructions.
8)For ballast purposes to prevent the tank from floating up, approximately 1500 gallons of
water was put back into the tank. The fill was capped with a 4" cap.
