The Project Safety Officer has the authority to upgrade or downgrade the provisions of this <br /> Site Safety Plan as site conditions change. In addition, the Project Safety Officer shall be <br /> responsible for the following: <br /> • Safety Supplies & Equipment Inventory for the Project Site <br /> • Accident/Incident Reporting <br /> • Decontamination/Contamination Reduction Procedures. <br /> B. PACIFIC ENVIRONMENTAL GROUP, INC. SAFETY OFFICER <br /> The Company Safety Officer reports to the PACIFIC Senior Management and is responsible <br /> for assuring on-site safety and loss prevention functions. <br /> Responsibilities include: <br /> • Health surveillance of all PACIFIC employees. <br /> • Assuring that safety procedures in effect are in compliance with all <br /> appropriate federal, state, and company regulations. <br /> • Maintenance of personnel exposure monitoring records. <br /> • Assuring appropriate personal protective equipment is adequate for actual <br /> hazards of on-site conditions. <br /> • Assuring appropriate exclusion areas are identified and delineated. <br /> 3.0 JOB HAZARD ANALYSIS <br /> A. Chemical Hazards <br /> The possible major contaminants to be encountered on the project are Petroleum <br /> Hydrocarbons and volatile organic compounds (VOCs). It is not anticipated that VOC <br /> emissions in the direct breathing zone of personnel working around the open excavation will <br /> be higher than background levels. <br /> Inhalation and dermal (absorption) hazards are the major area of concern, regarding the <br /> exposure to VOCs.
