The designated operator employee training log was not onsite at the time of inspection. The designated operator shall train facility employees for which he or she is responsible in the proper operation and maintenance of the UST system once every 12 months. The training shall include, but is not limited to: 1. Operation of the UST system in a manner consistent with the facility’s best management practices 2. Employee’s role with regard to monitoring equipment as specified in the facility’s monitoring plan 3. Employee’s role with regard to spills and overfills as specified in the facility’s response plan 4. Name of the contact person(s) for emergencies and monitoring equipment alarmsA copy of the training log was emailed to the facility by the DO representative at the time of inspection. Ensure that employees have been trained by the designated operator and maintain the training list on site. This was corrected on site. <br />This is a repeat violation, Class II. <br />307 CCR 2631(g), 2632(c) Monitoring system of the interstitial space of a double walled system not maintained. The diesel T1 annular sensor (wrap around sensor) rope broke at the time of its removal from the tank annular and couldn't be re installed at the time of inspection, therefore, the tank is not being monitored. The interstitial space shall be monitored with a monitoring system connected to an audible and visual alarm system. Immediately contact a properly licensed, trained, and certified contractor to replace the failed component with a functional component (LG 113-x listed, if applicable) under permit and inspection of the EHD within one business day, as required. <br />This is a repeat violation, Class II. <br />315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003). Liquid was observed in the T2 diesel STP sump (<1 cup), and in UDC Sat 14 and UDC 15/16 (unknown amount) . If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician removed liquid observed in the STP sump at the time of inspection. Ensure that all sumps and annular spaces are maintained free of liquid. Provide proof of correction that liquid was also removed from UDC Sat 14 and UDC 15/16. <br />This is a repeat violation, Class II. <br />319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. The 87 octane, the T1 north diesel, and the T2 south diesel spill containers (located in monitored sumps) failed the hydrostatic testing, and as such the 5-gallon capacity was also not verified, as such these USTs are not equipped with functional spill containers. All USTs shall be equipped with a spill container that has a minimum capacity of five gallons and a drain valve that allows drainage of the collected spill into the primary container or provide a means to keep the container empty.
