1 <br /> i <br /> 1 . 0 <br /> BACKGROUND <br /> Alfonso Lopez and Gregorson and Associates (Clientb) aY9 in <br /> the process of selling their property located on 710 - 712 E6st <br /> Charter way to Mr. An Vuong. <br /> On February 11, 1991 , TELIC ENGINEERING provided a Phase I <br /> Environmental Site Assessment for An Vuong, as was requirdd by the <br /> lender, Pacific State Bank. <br /> During the Environmental Site Assessment (ESA) investigation, <br /> TELIC ENGINEERING discovered what appeared to be a concrete waste <br /> oil sump. (see attached Plate 1, -4 . 2 . 1 ) In addition to the 1/30/91 <br /> Site Visit, further information obtained by Mr. Alfonso Lopez <br /> indicated that the site was previously used to steam clean <br /> automobiles, trucks and engines, and that he had witnessed one of <br /> the tenants dumping waste oil into the sump. <br /> As was stated in the ESA, the San Joaquin County Environmental <br /> Health Department (SJCEHD) had advised Telic that the sump should <br /> be closed and that the closure would be treated as an underground <br /> storage tank. They preferred the removal of the tank, rather than <br /> closure in place (see Plate 2 , -5 . 0 ) . TELIC ENGINEERING prepared <br /> a proposal to Mr . Lopez and Gregorson and Associates (Clients ) , <br /> upon their request, to close the subject sump. (see Plate 3 for the <br /> proposed scope of work) <br /> 2 <br />
