'r <br /> ?y' <br /> �r <br /> 2 . 0 <br /> CLOSURE ACTIVITIES <br /> Upon subject contract signature on 2/20/91 by the client, <br /> TELIC ENGINEERING proceeded on Scope of Work Task I (acquiring <br /> permits) . <br /> On 3/7/91, Telic received a call from Charlie Hunt with SJCEHD <br /> stating that Telic had to make some corrections in the application <br /> and that tank registration fees in the amount of $1 , 032 . 00 must be <br /> paid prior to permit approval . <br /> Telic questioned the necessity of a tank registration fee for <br /> a sump. Charlie Hunt informed Telic that if there were inlet and <br /> Outlet pipes connected to the subject sump that no registration <br /> fees or permit from SJCEHD would be necessary. <br /> On 3/8/91 Telic Engineering manually probed the sump (as the <br /> inlets and outlets were not visible) and discovered an inlet and <br /> outlet. Charlie Hunt SJCEHD was immediately informed of this fact <br /> and he then referred Telic to the Stockton Municipal Utility <br /> District (SMUD), Larry Williams, and the Regional Water Quality <br /> Control Board (RWQCB) , Cam Williams . <br /> On 3/8/91 , Larry Williams with SMUD was contacted by phone. <br /> He agreed to investigate the subject sump and advise Telic of his <br /> recommendations for closure. <br /> On 3/11/91 , Telic contacted Cam Williams with the State of <br /> California RWQCB. <br /> Telic explained to Ms Williams the circumstances surrounding <br /> the subject sump. Her advice on properly closing the sump was to <br /> follow the SJCEHD quidelines for tank removal and submit to her a <br /> final closing report, with soil analysis findings . She stated that <br /> Telic' s closure report may never be reviewed, but would be put on <br /> file to document the closure. <br /> On 3/11/91, Telic pumped out and drummed the contents of the <br /> sump to visually inspect the sumps interior. At this point, the <br /> client requested that Telic cease from doing any more work on the <br /> sump, until it was determined if a more cost effective means of <br /> closure would be appropriate. They were advised by SMUD that the <br /> contracted closure plan with Telic was an "Overkill" and they <br /> discovered from a prior tenant that the sump was installed as a <br /> 3 <br />
