Mr . Williams was informed of the RWQCB <br /> recommendations for sump closure, and he admitted their <br /> recommendations had precedence over his . <br /> Also on 3/12/91 , Robert Noyes, Telic Project Manager, met with <br /> Mr. Jerry Gregor'son and Alfonso Lopez to discuss the proper way of <br /> closing the sump that would be most cost effective. Statements <br /> that surfaced in the meeting were: <br /> 1 . Telic was trying to take advantage of Gregorson by doing <br /> more than was necessary. <br /> 2 . Telic was not willing to provide a signed closure report <br /> without analyzing soil beneath the tank, per RWQCB <br /> advice . <br /> It was then decided that Gregorson would see if another <br /> contractor, who .proposed a drastically reduced price, would be able <br /> to provide a closure report that was acceptable to the lender. <br /> They would let Telic know of their outcome. <br /> i <br /> On 3/13/91 Robert Noyes with Telic again contacted Mr. Charlie <br /> Hunt with SJCEHD and explained to him the predicament that Telic <br /> was in regarding the sump closure: . <br /> 1 . Telic ' s clients, Gregorson, felt they were being taken <br /> advantage of . <br /> 2 . Larry Williams with SMUD thought Telic was planning to <br /> do much more than is normally necessary on a sump <br /> closure. <br /> 3 . RWQCB, Ms Williams, thought we should abide by SJCEHD <br /> Tank Closure Requirements, but did not want to get <br /> directly involved. <br /> 4 . SJCEHD no longer wants to be involved or provide any <br /> direction in regards to the proper closure, nor will they <br /> sign off on the closure. <br /> 4 <br />
