An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a Class II violation. 205 CCR 2712(i) Failure to have an approved UST response plan available onsite. An approved copy of the response plan was not available for inspection. Current staffing was not updated on the response plan. A copy of the plan shall be accessible on site at all times. Immediately locate and retain a copy on site. This was corrected on site. This is a Class II violation. 306 CCR 2630(d)Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. Schrader valves on secondary product piping were observed upturned inside the 91 submersible turbine pump (STP)sump at 12:00 position, 87 STP sump at 2:00 position, and at UDC 5/6 on the 91 product piping at the 2:00 position.. Any potential release from the primary containment into the secondary containment in the 87 and 91 product piping does not flow into a collection sump at the earliest opportunity. All secondary containment systems shall be sloped so that all releases will flow to a collection sump located at the low point of the underground piping. The technician on site adjusted the above listed Schrader valves to the downward position. This was corrected on site. This is a Class II violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by November 16, 2017 . Please be aware that as of January 1, 2014,facility operators are required to upload the following UST program documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer(if applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written Agreement, if applicable, can be stored at the facility or uploaded into CERS. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by[DATE, 30 days from now] .
