06/10/98 18:11 $'19163645633 ALA SACRAMENTO 9003
June 10, 1998
41017 002
Mr. Michael Kith
San Joaquin County Public Health Service
Environmental Health Division
Page 2
Proposed Sampling and Analytical Program
Samples will be collected from the excavation in accordance with page 7,Sampling Protocol for Routine
Tank Removals, and page 8,Minimum Verification Laboratory Analysis both from the PHS/EHD
Application Package. This protocol indicates that USTs with a slab present in the UST pit can he sampled
after the slab is removed in accordance with criteria for USTs without slabs. These criteria for USTs with
greater than 10,000 gallons capacity require 3 or more samples when water is not present in the pit and 4 or
more samples when water is present in the UST pit. Based on known depths to groundwater at the site,
water is not likely to be present in the pit. Sample locations will be specified by the PHS/EHD
representative.
All samples collected will be analyzed for total petroleum hydrocarbons as diesel(TPHd)and for TPH as
motor oil(TPHmo)with EPA Method 8015 Modified; and for benzene, toluene, ethylbenzene, and total
xylenes(BTEX)with EPA Method 8020. In addition,PHS/Ei D will select one of the samples, deemed to be
most impacted(or failing any apparently impacted samples based on other criteria),which will also be
analyzed in accordance with the analytical program used for the quarterly monitoring program(QMP)for
the four wells associated with the UST. It is noteworthy that the QMP is performing EPA Method 625 an
older method which has largely been supplanted by the equivalent EPA Method 8270. EPA Method 8270
(which has equivalent or better reporting limits and more commonly required for analytes of concern such
as napthalene and the phenols)and is proposed for use in this project.
In regard to the sampling required for closure in place for the portion of the delivery pipeline which will be
capped, this work has been performed already. A report written by American Environmental Management
Corporation(AEMC)dated October 1990 was submitted to PHS/EHD and to the RWQCB. A copy of Figure
3, Sampling Points for Closure of the#6 Fuel Underground Pipeline is attached for your reference. HLA
understands that copies of this report are contained in PHS/=files.
Please contact the undersigned at(916) 364-0793 if you have any questions regarding this information or
any other aspect of the project.
Yours very truly,
HARDING LAWSON ASSOCIATES
Gary D.Haack,Ph.D.,R.G.
Project Geologist
Attachments: Completed Contractors Questionare
Certificate of Workers Compensation Insurance
Copy of O)GISO's Hazardous Substance Removal Certification
Revised Site Health and Safety Plan(not included in faxed version)
Backfill Excavation Certificate
Figure 3,Sampling Points for Closure of the#6 Fuel Underground Pipeline
(AEMC, 1990)
GDH/GLF/tWG:1PROlEMV4E WARK_SWS'MDDINDUM.DOC
