He has received a Bachelor of Science Degree in the field of Environmental <br /> — <br /> Health and Safety Engineering, has received professional certifications from EPA,Nevada EPA, OSHA and <br /> California OSHA in Hazardous Materials Management, and has eight year's experience in the hazardous <br /> materials/waste industry and over 12 years experience in Construction Management, specializing in Health and <br /> Safety Issues. In addition, Mr. Fiedler is certified by the Red Cross to perform first aid and CPR- <br /> Mr. <br /> PRMr. Fiedler will enforce the health and safety plan requirements, which include establishing work safety zones, <br /> — calibrating air monitoring equipment, conducting air and personnel monitoring, and conducting on-site safety <br /> meetings, as detailed below. The S.S.O. will restrict personnel from entering the work safety zones without <br /> clearance and may revoke clearance at any time. <br /> The S.S.O. is responsible for implementation of the HSP. The S.S.O. has the authority and responsibility to halt <br /> activities if the site Health and Safety Procedures are violated. The S.S.O-'s responsibilities include, but are not <br /> — limited to the following: <br /> • Verify that appropriate personal protective equipment is available and is properly used by the <br /> contractor and sub-contractor personnel. <br /> • Verify that the contractor and sub-contractor personnel are aware of hazardous materials <br /> protection procedures and have been instructed in proper work practices and emergency <br /> procedures. <br /> t Monitor the activities of contractor and sub-contractor personnel to verify that the required <br /> safe work practices are employed. <br /> a Conduct daily safety meetings prior to commencing operations that cover expected site <br /> conditions, daily activities, safety deficiencies previously observed and any changes in <br /> emergency procedures. <br /> • Perform breathing zone air monitoring in potentially contaminated areas to assess the new for <br /> contractor and sub-contractor personnel to wear respiratory protection equipment. <br /> • Maintain an on-site medical surveillance and emergency medical treatment program and assist <br /> in on-site and off-site emergencies. <br /> • Maintain contractor and subcontractor records related to the HSP, including, but not limited <br /> to: the documentation of compliance with training and medical monitoring requirements and <br /> attendance at protection/safety procedure update meetings as necessary. <br /> • Assist the Site Manager to establish command posts and work zones as necessary. <br /> 0 Maintain site entry record. <br />
