Sprint-Environmental, Health and Safety
John Denholm,California EHS Manager
12657 Acosta Blvd.,Suite 300
San Ramon,CA 94583
(925)380-2524-Office
Sprint (913)523-2040—Fax
November 27, 2017
Ms. Stacy Rivera
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue,
Stockton, California 95205-6232
Inspector Rivera,
This letter is in response to your inspection of Sprint's Stockton Switch facility performed on October
27th, 2017, at 3807 Coronado Avenue. I personally visited the site to work with site personnel to
address your findings. Our contractors have also been working directly with you in recent weeks. This is
a summary of our activities addressing the notices of violation on your Small Quantity Hazardous Waste
Generator and UST Program Inspection Reports.
Small Quantity Hazardous Waste Generator Inspection Report Item#101
CCR 66262.12 Managed a hazardous waste without an identification number.
This facility does not regularly generate hazardous waste. We have obtained temporary EPA numbers
in the past under the DTSC's guidance for"...businesses that do not routinely
generate hazardous waste"when projects require removal or decommissioning of equipment. My site
visit did not turn up any manifests on site. A search of the State's Hazardous Waste Tracking System
also did not show any activities at this site.
Sprint respectfully requests further clarification of the need to maintain a permanent EPA number for
this location as past inspections of this facility and others in California have not found this to be a
requirement.
Small Quantity Hazardous Waste Generator Inspection Report Item#104
CCR 66262.34(d)(2) No modified contingency plan.
The form you supplied was completed with the required information, posted at the site, and verified
during my 11/16 visit.
Small Quantity Hazardous Waste Generator Inspection Report Item#105
CCR 66262 34(d)(2)No emergency coordinator.
The form you supplied was completed with the required information, posted at the site, and verified
during my 11/16 visit.
Small Quantity Hazardous Waste Generator Inspection Report Item#301
CCR 66262.34(d)(2)Facility not maintained to minimize the release of a hazardous waste.
The piping in question has an extremely minor leak. During my visit, only residue was found on some
pipe fittings. Our tank contractor is working directly with you to schedule a time to witness the repairs of
this piping.
