0 i <br />1.4.2 Any excavated, contaminated soil will be handled and stored to <br />minimize exposure (i.e., covered to prevent migration due to wind <br />or stormwater) within five working days of detecting an <br />unauthorized release, San Joaquin County Health Division will be <br />provided with a report with the following information: <br />1.4.2.1 Facility name and telephone number <br />1.4.2.2 Amount of diesel fuel released <br />1.4.2.3 Dates the unauthorized release occurred; when it was <br />detected; and when the release was stopped <br />1.4.2.4 Corrective actions implemented <br />1.4.2.5 Initial methods of cleanup and proposed remedial actions; <br />dated of implementation; proposed disposal methods of <br />released fuel and contaminated material <br />1.4.2.6 Proposed methods to repair or replace the primary or <br />secondary containment and actions to prevent future <br />releases. <br />1.4.3 Within 45 days of the confirmed leak, a report will be submitted to <br />San Joaquin County Health Division (or the State Regional Water <br />Quality Board if groundwater contamination is involved) with <br />information detailing the site investigation, quantity of fuel oil leaked <br />and any "free" fuel oil observed, cause of the leak or release, <br />pathways affected, and removal/remedial actions performed. Based <br />on the information supplied to San Joaquin County Health Division, <br />a determination will be made if further action is required. <br />1.5 Copies of all reports, site investigation, and permanent closure reports will <br />be maintained at the Switch Supervisor's office and with corporate Loss <br />Prevention department. <br />1.6 Repairs, upgrades, or replacement of the USTs will be performed in <br />accordance with State and County regulations, and industry codes. <br />2.0 ON SITE IMMEDIATE SPILL RESPONSE /ACTION <br />Upon detection of a spill or release, immediate action will be performed to contain the spill <br />and prevent any material from entering storm drains or from migrating off site. <br />If the spill is less than 5 gallons and can be contained by facility personnel, appropriate <br />response procedures will be implemented. Spilled material will be placed in an appropriate <br />container (i.e. 55 gallon drum - DOT 17H). The container will be labeled designating the <br />contents, and stored in the warehouse until properly disposed. <br />In the event that a spill or release occurs in excess of the capabilities of the spill response <br />team and/or available equipment, Riedel Environmental Services (spill response contractor) <br />will be immediately notified by corporate resources to respond to the spill. <br />For those spills that do not reach a navigable waterway (and/or including storm drains) and <br />are either responded to by facility personnel (< 5 gallons) or by the response contractor, the <br />State Agency will be notified, as necessary, by corporate resources of the spill andf <br />response procedures that were performed. <br />Emergency Response Plan 2 9/6/94 <br />Stockton Switch Facilty Revision /94 <br />
