C� <br />• <br />EMERGENCY RESPONSE PLAN <br />UNDERGROUND STORAGE TANK MONITORING PROGRAM <br />Sprint Communications Company <br />3807 Coronado Avenue <br />Stockton, CA <br />1.0 INCIDENCE RESPONSE AND SPILL REPORTING <br />Incidence response and reporting procedures have been developed to ensure that spills <br />and/or tank releases receive immediate response action, are properly documented, and that <br />the appropriate regulatory agencies are contacted. <br />1.1 The Switch Supervisor will be notified as soon as possible after the <br />detection of the spill or release from a tank. The Switch Supervisor (or <br />his/her onsite designee) will then notify corporate resources of the event. <br />Based upon the size of the spill or leak, and pathways affected, corporate <br />personnel will notify the appropriate Local, State, and Federal agencies. <br />The notification process will not be longer than 24 hours, or applicable <br />reporting period shorter, from the detection of the leak or spill. <br />1.2 Spill, leaks from secondary containments, or overfills associated with the <br />USTs will be reported immediately (within 24 hours), by corporate <br />resources, to San Joaquin County Health Division. If an emergency exists, <br />the State and Local Office of Emergency Services will be contacted. <br />1.3 For those releases that occur from the primary UST, but do not breach the <br />secondary containment, do not require release reporting to the State if the <br />following conditions are met: <br />1.3.1 The release is cleaned up within 8 hours of detection <br />1.3.2 The release does not increase fire or explosion hazard <br />1.3.3 The release did not cause any damage or deterioration to the <br />secondary containment. <br />1.4 In the event of an UST system leak, the Switch Supervisor will initially <br />inspect the leak detection system for any malfunctions. If a leak is <br />confirmed, and based upon the size of the leak and the quantity of fuel lost, <br />Corporate Resources will notify the Spill Response Contractor. <br />Corporate resources will ensure that the following required action items are <br />performed in the event of a confirmed leak: <br />1.4.1 The phase of the leaked fuel will be determined and an assessment <br />on fuel migration will be performed (phases include: free floating <br />on water table; soil absorption; and vapors in the subsurface of the <br />soil) <br />Emergency Response Plan 1 <br />Stockton Switch Facilty 9/6/94 <br />Revision /94 <br />
