Weber Ave., 3rd Floor <br /> Stockton, CA 95202 <br /> Re: Under zround Storage Tank UST Program Ins ection Re ort Dated 10/24/01 <br /> Mr. Catanyag: <br /> On October 24, 2001, an annual test/inspection of the UST monitoring system located at the <br /> Sprint Telephone Switch on 3807 Coronado Ave, in Stockton, California, was performed by a <br /> certified independent company and witnessed by the San Joaquin County Environmental Health <br /> Division. During the test, the inspector noted several violations, and issued an Inspection Report <br /> with the violations. On November 12, Sprint requested an extension of that 30-day deadline for <br /> responding, and was granted verbal approval by telephonic communication on Thursday, <br /> November 15, 2001. <br /> This serves as Sprint's response to each specific allegation of noncompliance: <br /> Item#3. Current State Form B—Completed form is attached. <br /> Items #5, 9, 10, 11, 15 —the allegation that no monitoring system is in place that detects <br /> liquid accumulation and other UST anomalies is in error. Sprint takes exception to this <br /> assertion, because an active UST monitoring system is, and has been in place since the <br /> initial installation of the UST. The current monitoring system is an Andover Infinity, <br /> Model SX8000/CX9200—a system whose status and alarms are continuously viewed, <br /> and tracked, by Sprint employees sitting at console stations at the Building and <br /> Maintenance Center (BMC). <br /> Contrary to the violations noted on 10/21/01, Attachment 4 is the record of the visual and <br /> audible alarms (witnessed by BMC personnel) that were intentionally set off during the <br /> annual testing of the system. <br /> The Environmental Health Division states that the current system is not County- <br /> approved and must be replaced. Although Sprint was unable to find, or obtain, a <br /> published list of county-approved monitoring systems, Sprint has applied for an <br /> Underground Tank Retrofit permit (Attachment 10), as required by the Agency <br /> representative. The installation of a Veeder Root, Model TLS300, should be completed <br /> on, or about, December 21, 2001. During this period, no interruption of monitoring <br /> capability is expected. <br /> Also, the audible and visual overfill alarm located outside the building, in proximity of <br /> the UST, has been repaired. <br />
