SNP-104-601 <br /> �Sprint, Network Practices (LDD) 11/7/01 <br /> 5. Monitoring and Leak Detection <br /> Underground and aboveground storage tanks hold diesel fuel, which is required for emergency <br /> generator operation. Maintaining a sufficient quantity of fuel to power the site during commercial <br /> power outages is critical to the reliability of the network. Ensuring that the fuel does not leak from the <br /> tank or associated piping and contaminate the soil is critical from an environmental standpoint. Sprint <br /> considers these issues important enough to warrant the installation of a continuous monitoring system. <br /> 5.1 Piping Monitoring <br /> 5.1.1 Underground: <br /> The possibility of a piping leak is remote. However, Sprint employs double-walled suction piping that <br /> is sloped so that the piping contents drain back into the storage tank if the suction is released. The <br /> double-walled piping terminates into a piping sump at the UST for monitoring purposes. A <br /> discriminatory sensor or float-switch is installed in the sump to detect piping leaks. This sensor detects <br /> differences between fuel and any other liquid, such as water. Some facilities may have a non- <br /> discriminatory sensor installed. In that case, sumps with this sensor must be checked for the actual <br /> presence of fuel at any time an alarm appears. <br /> Leak detection is not required on suction piping systems that have below-grade piping that is sloped so <br /> that the piping contents drains back into the storage tank if the suction is released.This system will only <br /> have one check valve per suction line that is located directly below the suction pump. Suction piping <br /> that does not fulfill these requirements must have leak detection. EPA approved methods for piping <br /> leak detection include either a line test every three years or interstitial monitoring. However Sprint <br /> standards require all underground piping to have leak detection installed. <br /> 5.1.2 Above Ground: <br /> Where piping is exposed inside the building, at the day tank, at the generator, etc., Sprint personnel <br /> inspect for leaks once a month. <br /> 5.2 in Tank Monitoring <br /> Sprint has employed Veedor-Root, Gilbarco, or Andover Tanknet continuous monitoring systems to <br /> track UST performance and product inventory. The monitoring unit can generate on-demand and <br /> automatic inventory reports, and leak tests. Alarms monitor product theft, leak loss, low inventory <br /> level,high water, and overfill.
