_. `...-s' SNP-104-601
Network Practices (LDD) 11/7/01

'
6. Product Inventory Control
Emergency generators can become seriously damaged if aged; oxidized diesel fuel is used to power the
generators. At a minimum, the old fuel will degrade the engine performance.
6.1 Ordering and Storing Diesel Fuel #2
Diesel fuel#2 is not manufactured to retain its quality over an extended storage time. Generally, diesei
fuel will begin to discolor and develop sludge if stored for more than one year. Since Sprint's stored
fuel is for emergency generator use, fuel may at times remain in the UST for more than one year.
When fuel is stored for more than one year, personnel perform the tests as outlined in 6.2.
Alternative to Diesel Fuel #2 is BP Diesel Supreme. This fuel has a unique formulation, protects
engines, fuel systems and produces less air pollutants than conventional#2 diesel fuels. A plus to this
fuel is long-term storage stability. However, this fuel is not readily available nationwide and should be
used where it can be obtained locally. This fuel is a safe alternative to diesel fuel #2 and is approved
by all generator manufacturers.
6.2 Testing Diesel Fuel #2 Quality
While there are no published standards for diesel fuel testing other than laboratory tests, the API
suggests that observing the color of the diesel fuel will provide a simple and effective measurement of
its condition. Good diesel fuel is light in color. Beginning at the one-year mark and monthly
thereafter, personnel take a sample of the diesel fuel in the UST. They examine the fuel's coloring. If
the fuel has become dark in color, similar to the color of old dark tea, the fuel has aged and must be
replaced.
If the coloring has not changed, personnel continue to take samples monthly and replace the fuel when
it begins to lose its quality. Once diesel fuel darkens, oxidation can begin rapidly, often within days.
Observing the color of the diesel fuel is a subjective test and many factors can contribute to the color of
the fuel. In fact, new diesel fuel will vary in color by manufacturer. If fuel quality is in doubt,
personnel have a sample of the fuel tested at a certified laboratory using the ASTM test standards.
Sprint does not recommend cleaning or filtering old diesel fuel for reuse in USTs. Aged diesel fuel
must be removed from the tank. Environmental Health and Safety will arrange for a licensed contractor
to remove the diesel fuel and transport the material to a permitted recycling facility.
6.3 Increasing the Life of Stored Diesel Fuel #2
There are two approved methods for increasing the storage performance of diesel fuel. The decision of
which approach to use is up to local management and should be considered on a case-by-case basis.
6.3.1 Additives
An antioxidant can be added to the UST before fuel delivery that will increase the amount of time that
diesel fuel can be safely stored. This additive is manufactured by several companies and can lengthen
storage time for up to three years. This antioxidant is available directly from diesel fuel suppliers and
can be added at the time of fuel delivery. When this additive is added to the fuel, suppliers provide a
written guarantee of storage performance. This guarantee is provided when the fuel is delivered.
6.3.2 Circulation
Regular circulation of the stored fuel will improve its storage performance. Using this method, a small
circulating pump is inserted into the tank weekly and allowed to run for several hours.
9
Copyright 01999-2001 Sprint Corporation
The information in this document is proprietary.
