-- 71' - 4/100-8Network Practices (LDD) SNP-00 <br /> 3.2 Control Center Personnel <br /> Sprint's control center personnel use the following instructions to identify an emergency response condition and to notify <br /> appropriate response personnel: <br /> 1. Upon receiving an emergency condition notification, Control Center personnel ask questions to determine the extent <br /> of the hazard, injury to personnel, and damage to equipment and the environment. Examples of questions to ask are <br /> as follows: What was released? Are there any injuries? How much was released (estimate)? Is it contained? <br /> Where was the release? Who is involved (name, organization, contact phone number, supervisor/manager's name <br /> and phone number,etc.)? <br /> Note: Control Center personnel use Sprint's Hazardous Condition Notification Form to record the notification <br /> information. <br /> 2. With local reporting personnel on the telephone line, control center personnel call 1-877-EHS-4HLP (347-4457) 24 <br /> hours a day. 3. Sprint's Environmental Health and Safety Department makes the decision to activate and <br /> deploy the contractor's field units or to handle the hazardous condition personally. (See Note.) <br /> Note: If control center personnel cannot reach Sprint's Environmental Health and Safety Department, they have the <br /> authority to activate the Emergency Response Contractor. However, this statement should not prevent control center <br /> personnel from attempting to notify Sprint's Emergency Response Team as soon as the condition is reported. <br /> Caution: Sprint is charged a substantial fee each time an Emergence Response Contractor is deployed. Avoid <br /> unnecessary call-outs. <br /> 3.3 Sprint's Environmental Health and Safety Department <br /> The following instructions are for Sprint's Environmental Health and Safety Department when responding to a hazardous <br /> condition alert: <br /> I. Upon hazardous condition notification, assume managerial and administrative control over the situation until the <br /> hazardous condition and its related issues are resolved. <br /> 2. Support Sprint and contractor personnel in assessing the situation and in determining the appropriate course of <br /> action. <br /> 3. Report and update hazardous condition status to the responsible Sprint organizations as required, i.e., Legal, <br /> Contracts,Finance,Network Operations Control Center,Sprint Engineering,Network key personnel,etc. <br /> 4. Perform representative and liaison functions with the appropriate local, state and federal agencies. <br /> 5. Report any accidental release of a hazardous substance to the National Response Center within 24 hours of <br /> knowledge of the release. <br /> 6. Communicate and oversee Sprint's Emergency Response Contractor's obligation to perform as specified in the <br /> National Services Contract Agreement. <br /> 7. Notify local and state agencies as required. Coordinate written follow-up reports as required by state and local <br /> agencies. <br /> 8. Issue contract orders and field change orders to coordinate contract and invoice approval procedures. <br /> Note: When available and appropriate, Sprint's Legal Department will be consulted prior to providing detailed <br /> information about the release or hazardous condition to federal,state or local agencies. <br /> Note: Sprint's Environmental Health and Safety personnel use Sprint's Hazardous Condition Notification Form to <br /> document hazardous condition notifications. <br /> 5 <br /> Copyright 1999 Sprint Corporation <br /> The information in this document is proprietary.
