1.0 INTRODUCTION
Two underground storage tanks (USTs) were discovered on City of Stockton property
during construction activities. Geofon, Inc. (Geofon) was contacted by the City of Stockton to
assist with removal of these USTs.
The USTs to be removed are 1,500-gallons in capacity and the project site is located at
the northeast corner of El Dorado and Weber streets, Stockton, California. It shall be assumed
that the USTs are resting on native soil. The USTs are made of single wall steel and are assumed
to have stored heating fuel.
It is the intent of Geofon to provide a safe work environment for employees, government
personnel and subcontractors. This Site Safety and Health Plan (SSHP) has been developed to
fulfill the following objectives:
1. Instruct employees and subcontractors on procedures to minimize the potential for
injury or exposure to a hazardous condition.
2. Train employees and subcontractors on the proper action to be taken if a
hazardous condition cannot be avoided by engineering controls
3. Provide guidelines for emergency response for known hazards and hazardous
situations.
4. Specify actions required to comply with applicable (a) Occupational Safety and
Health Administration (OSHA) regulations and (2) State and local regulations or
other requirements.
These health and safety requirements are developed in accordance with requirements and
guidelines of the OSHA Standard 29 CFR 1910.120, California Code of Regulations, Title 8,
- Section 5192, the U.S. Environmental Protection Agency (EPA), the Resource Conservation
I
