ELDORADO STREET, STOCKTON <br /> I. CASE SUMMARY <br /> On February 15, 2000, Steve Sasson, Senior REHS began an investigation of a complaint <br /> (C00013723) by Kent Miller, City of Stockton Fire Department (see attachment #1). The <br /> complaint alleged that there was an underground storage tank present in the sidewalk at 2070 S. <br /> El Dorado Street in Stockton. Mr. Sasson continued this investigation until June 12, 2000. <br /> During the investigation it was determined that four underground storage tanks exist illegally at <br /> this location. Photographs were taken of the site (see attachment #2). Mr. Sasson sent a Notice <br /> to Abate to the property owner, Margaret Quiroga on March 3, 2000 (see attachment #3). This <br /> Notice was sent certified, but the property owner never picked it up. On May 9, 2000, Mr. <br /> Sasson began writing a referral to the District Attorney's office. <br /> On March 19, 2001, Alison Youngblood, REHS began investigating complaint number <br /> C00015657 (see attachment #4). At that time, Ms. Youngblood was unaware of the pending <br /> referral to the District Attorney's office that Mr. Sasson had been working on. The complainant <br /> had alleged that there are three abandoned underground storage tanks at 2070 S. El Dorado Street <br /> in Stockton. Ms. Youngblood explained to the manager of El Dorado Auto Repair, the tenant on <br /> the property, what the complaint was regarding. The manager, Alfonso Santana, directed Ms. <br /> Youngblood to the location of the tanks. Ms. Youngblood verified that there were 3 distinct fill <br /> pipes for underground storage tanks, and three vent pipes at the back of the building. <br /> Photographs were taken(see attachment#5). She issued a Notice to Abate(see attachment#6)to <br /> the manager and obtained the property owner's name, address and phone number to mail the <br /> Notice to Abate to the property owner. According to the San Joaquin County Assessors Office, <br /> the property at 2070 S. El Dorado is owned by Margaret Quiroga(see attachment#7). On March <br /> 29, 2001, the Notice to Abate was received at the residence of Margaret Quiroga,property owner. <br /> (See attachment #8) The Notice to Abate cited the property owner for a violation of the Health <br /> and Safety Code (HSC) Section 25298(a), the illegal abandonment of underground storage tanks. <br /> The property owner was given 30 days to remove the tanks under a permit with the <br /> Environmental Health Division. <br />
