(Wright) is pleased to provide Tracy Joint <br /> Union High School District (THS) with this summary report of activities associated <br /> with the recent excavation and removal of a 1000 gallon diesel tank from the above <br /> referenced site. <br /> Permits <br /> Wright completed underground storage tank closure permit application forms <br /> provided by San Joaquin County, Public Health Services-Environmental Health <br /> Division (PHS-EHD) prior to beginning excavation work. The closure permit <br /> application was reviewed by Mr. Bill Snavely of PHS-EHD, permits were approved on <br /> December 13, 1993. A copy of the approved permit is enclosed in Appendix A. The <br /> City of Tracy waived excavation permit requirements. <br /> Tank Removal, Disposal and Excavation <br /> Prior to excavation work, residual diesel fuel found in the tank was pumped <br /> and the tank was rinsed with water. The residual liquid and the rinsate were <br /> recycled by Petroleum Recycling Corp. of Patterson, Ca., as non-RCRA Hazardous <br /> Waste. A copy of the December 20, 1993 Hazardous Waste Manifest is enclosed in <br /> Appendix B. <br /> During demolition and removal of the concrete pavement, petroleum vapors <br /> were noted as being present in the soil adjacent to the dispenser island and at the fill <br /> end of the tank. The soil excavated from the area around the tank and dispenser area <br /> was stockpiled at the site and placed between plastic. Prior to being removed, the <br /> tank was purged with Carbon Dioxide(dry ice) at a rate of 15 lbs per 500 gallons of <br /> volume. The tank was removed from the site and shipped to Triangle of Sacramento <br /> on December 21, 1993 for recycling/disposal as documented by the underground <br /> storage tank disposition tracking record enclosed in Appendix C. <br /> Sample Collection and Analysis <br /> Sample collection and analysis from below the diesel UST and the dispenser <br /> island was not required by Ms. Linda Turkatte of PHS-EHD LOB Unit due to the obvious <br /> presence of diesel in the soil. Also considering the site had a documented leak from <br /> the previously removed gasoline tank, Ms. Turkatte advised THS that remediation <br /> work associated with both of the releases from the previously removed gasoline UST <br /> and the recently removed diesel UST should begin forthwith. <br /> Backfill of Excavation <br /> On December 31, 1993 the excavation was lined with 10 mil plastic sheeting and <br /> backfilled with to a level of 1.5 ft of the concrete surface with 3/4 in crushed rock. <br /> The remaining 1.5 ft was filled with 3/4 in Class R aggregate base and compacted in 6 <br /> y in lifts followed by a 1.5 in asphalt patch.
