4.0 CLOSURE PROCEDURES <br /> Wright Environmental Services, Inc. obtained(on behalf of the City of Tracy)the proper <br /> permits from the County of San Joaquin Environmental Health Department, and City of <br /> Tracy Fire Department for the tank removal(copies can be found attached). The <br /> contractor removing the tank is Wright Environmental Services- General Engineering <br /> Contractor License#601501 —Class A with Hazardous Certification. (Copy of Licenses <br /> attached). <br /> If contamination were discovered, a corrective action in accordance with the County of <br /> San Joaquin Environmental Health Department and the State Regional Water Quality <br /> Control Board would be initiated following the tank removal. Corrective actions at that <br /> point would be conducted under an Environmental Restoration Program(ERP)and may <br /> include further samples and analyses to determine the nature and extent of subsurface <br /> contamination. A corrective action plan and cleanup would be initiated if required by the <br /> County of San Joaquin Environmental Health Department or the State Regional Water <br /> Quality Control Board. <br /> 4.1 TANK REMOVAL AND DISPOSAL <br /> The following actions were taken during the tank removal: <br /> (ACTIVITIES PERFORMED ON APRIL 9,2004) <br /> • USA(Underground Service Alert)was notified 72 hours prior to excavation <br /> activities being performed to identify any utilities on site that might be found <br /> within the proposed excavation area. <br /> • The construction site was barricaded and encompassed with temporary fencing to <br /> control pedestrian and vehicular traffic to keep the site clear for construction <br /> equipment and activities. <br /> • Wright excavated and exposed the product pipelines associated with the entire <br /> fueling system and top of tank. <br /> • Wright triple rinsed the interior walls of the fuel tank and pipelines and the <br /> resultant rinsate generated from cleaning vacuum removed into a 55 gal. Drum <br /> and labeled for future transport. <br /> (ACTIVITIES PERFORMED ON APRIL 12, 2004) <br /> • Wright began excavating surrounding area around the UST's for proper removal <br /> and <br /> • Wright continued excavating and exposing surface soils and rock surrounding the <br /> UST's for removal. <br />
