Dim IRRIGATION
Engineers and Contractors
Serving Agriculture and Industry
CA Uc.#678281 WA Uc.DIMrMMB
January 16, 1999
Mr. Carl Navarra
485 Blewett Road
Tracy, CA 95376
Subject: Report of Tank Removal—7500 W l la'Street, Tracy, California
Dear Carl:
Summary
Eight underground storage tanks and associated piping have been removed from the
subject site. Four of the tanks were registered and were in use prior to removal. These
tanks were one 10000 gallon diesel tank, two 8000 gallon gasoline tanks and one 3500
gallon diesel tank. During the course of pipe removal and sampling four very old 1000
gallon storage tanks were located during excavation. These tanks were badly deteriorated
and were probably installed in the 1930's. In the course of excavation for removal of the
tanks and piping on the site three distinct levels of service station construction on this site
were identified. Thousands of feet of piping from these various service stations were
removed, manifested and disposed of as non RCRA hazardous solid waste. Leakage
from beneath the dispensers and the pump island appears to have been the major
hydrocarbon source at the site. The soil beneath the dispenser islands was excavated to a
depth just above the water table and stockpiled on site for future treatment. The site was
extensively sampled due to the wide dispersion of the old piping on the site which
resulted in characterization of the site. The tank pit excavations and the excavation at the
dispenser island have been backfilled and compacted. A work plan will be prepared for
site remediation, monitoring and closure.
Work Performed To Date
In preparation for closure of the registered underground tanks installed on the subject site
in accordance with Federal Law these single wall tanks were to be closed by removal. In
preparation for this tank removal a temporary EPA 1D#CAC001465288 was obtained
from the State of California. An application for a tank removal permit was made to the
San Joaquin County Public Health, the lead agency in the San Joaquin County. A fire
department permit was obtained. The dispensers had been previously removed by the
prior leasee and were no longer on the site at the time work was initiated. The tanks had
8617 Etcheverry Drive • Tracy, CA 95376 • (209) 832-2910 • Fax (209) 833-1288
