Nr
LA
The Plasteel Double Walled jacketed Type U tank was originally provided to H.J. Heinz
by Perkins Welding and installed by Balch Petroleum in 1994. The sole use of the tank
was to store 100% pure alcohol used for food processing. The tank was manufactured by
Plasteel, Inc. of Escondido, California, including factory installation of Plasite 9060 lining
material which is compatible with alcohol as well as the proposed storage of diesel fuel
subsequent to re -certification. Please find attached copies of the tank
description/quotation and interior lining data.
We would propose the tank be inspected prior to removal and certified clean with no
remaining product or vapor present. Due to the nature of alcohol with 100% evaporation
we would hope the tank could be deemed "clean" and be made available to the owner to
dispose of without any stigma of its prior use. If required, the tank could be inspected by
a Certified Industrial Hygienist or Registered Marine Chemist to assure the condition of
the tank.
The site has ground water at approximately 10 feet below grade. In order to maintain
control of the removal of the tank we propose the installation of clean ballast water (post
certification) to insure its stability. The alternative would be to install a pump at the edge
of the excavation to dewater during removal and backfilling. There is an access well at the
edge of the tank. The water in the tank excavation could be sampled under your direction
by a third parry state certified lab prior to excavation to prequalify it for pumping. Your
direction regarding dewatering will be appreciated.
The site is being re -developed into a business park. The current location of the tank is in
an area dedicated for a proposed storm water drainage pond. The tank was installed with
pea -gravel backfill in 1994. Our scope of work includes placing the existing pea gravel
back into the excavation post-removal along with the clean overburden soil and Class H
aggregate base rock after review of soil analysis and approval by your Department. Final
construction/development of the retention pond will be subject to the approval of plans
and specifications provided by others.
