Date November 12, 199 • <br /> EMERGENCY RESPONSE PLAN <br /> UNDERGROUND STORAGE TANK MONITORING PROGRAM <br /> This monitoring program must be kept at the UST location at all times. The information on this monitoring program are <br /> conditions of the operating permit. The permit holder must notify San loaouin Coun[v OES within 30 days of any changes <br /> to the monitoring procedures, unless required to obtain approval before making the change. <br /> Required by Sections 2632(d) and 2641(h) CCR. <br /> Facility Name Pacific Bell (UE1481 <br /> Facility Address 7717 S. MCKINNLEY FRENCH CAMP <br /> 1. If an unauthorized release occurs, how will the hazardous substance be cleaned up? <br /> Note: If released hazardous substances reaches the environment, increase the fire or <br /> explosion hazard, are not cleaned up from the secondary containment within 8 <br /> hours, or deteriorate the secondary containment, then San Joaquin County, OES <br /> must be notified within 24 hours. If an unauthorized release occurs contact the <br /> authorized person(s) listed below in #5. They will make arrangements with Pacific Bell <br /> approved contractor for clean-up. <br /> 2. Describe the proposed methods and equipment to be used for removing and properly <br /> disposing of any hazardous substances. <br /> Immediate Action: <br /> a. Notify a responsible manager. Determine nature, location, magnitude and severity of <br /> incident. <br /> b. Move people away from the area as appropriate. <br /> c. Contain by arranging physical barriers (i.e. dikes, berms, etc.) <br /> Use of sorbents (i.e., neutralizers, oil absorbent material, rags, etc.) <br /> d. If there has been a release into the annular space of the tank, Pacific Bell will <br /> immediately order one of their contractors and an approved Hazardous Material/Waste <br /> Disposition vendor to the site where removal and cleaning of the annular space would <br /> be completed. Testing and replacing of the alarm sensors will be performed as <br /> required. <br /> 3. Describe the location and availability of the required cleanup equipment in item 2 <br /> above. <br /> Spill Control Equipment is located in the ENGINE/POWER ROOM <br /> 4. Describe the maintenance schedule for the cleanup equipment. <br /> Cleanup equipment is inspected monthly by the Power Supervisor. <br /> 5.
