1.0 Introduction <br />1.1 Site Description <br />The Pacific Bell switching facility is addressed as 7717 South McKinley Avenue in French <br />Camp, California (Figures 1 and 2), and is located one-half mile east of Interstate 5. The area <br />surrounding the facility is a mix of industrial and undeveloped properties. The site facility <br />contains a building housing telephone switching equipment and an emergency generator and is <br />surrounded by a fenced parking lot. <br />1.2 Objectives <br />IT Corporation (IT) was contracted by Pacific Bell to provide environmental consulting services <br />for the removal and disposal of two 8 -foot lengths of piping leading from a 2,000 -gallon <br />underground storage tank (UST) to the main building. The piping previously connected an <br />emergency power generator to the UST. The indoor generator has been removed and replaced <br />with a generator located outside the main building. New total containment, Enviroflex piping <br />was installed connecting the UST with the new generator. <br />1.3 Permits <br />Permits for tank upgrade and piping replacement were obtained by Helmick and Lerner, Inc., <br />from the San Joaquin County Public Health Services, Environmental Health Division (SJCPHS- <br />EHD) prior to initiating piping removal activities. A representative of the SJCPHS-EHD <br />(Matthew Parker) was notified and witnessed the piping removal. Copies of the tank removal <br />permit and the State of California A and B Forms are contained in Appendix A. <br />2.0 Field Activities <br />2.1 Piping Removal <br />On July 19, 1999, two 8 -foot lengths of double -walled piping were removed by representatives <br />of Balch Petroleum (Balch). The piping was constructed of one -inch diameter steel tubing <br />surrounded by a two-inch layer of fiberglass insulation, and was buried approximately one and <br />one-half feet below ground surface. For removal, the piping was first drained and disconnected <br />from both the UST and the building. The remaining connections to the building were sealed <br />with grout.
