New piping was installed in a newly dug trench to connect the UST with a new <br />outdoor emergency generator. <br />Upon removal of the piping, no petroleum odors or staining were noted in the excavation. The <br />piping appeared sound. No groundwater infiltrated the piping excavation, which was dug to <br />approximately two feet below grade. <br />The piping was transported under a hazardous waste manifest by Ecology Control Industries <br />(ECI) to their Richmond, California facility for disposal. A copy of the hazardous waste <br />manifest (#99175253) is included as Appendix B. <br />2.2 Wank Upgrades <br />During tank piping replacement activities, representatives of Balch performed tank upgrade <br />activities to include removal of the existing fill box and vent ball float valve and replacement <br />with a new fill box with overfill prevention valve and a 5 -gallon spill containment box. The use <br />of Emco Wheaton products was planned by Balch; however, IT did not oversee these activities. <br />2.3 Soil Sampling <br />On July 19, 1999, an IT representative collected a single soil sample from beneath the excavated <br />piping under the direction of Inspector Matthew Parker. The sample was collected from native <br />soil beneath the piping, approximately two and one-half feet below ground surface. An impact <br />sampler lined with a 6 -inch long by 2 -inch diameter brass sleeve was used to obtain the sample. <br />All sampling equipment was decontaminated prior to use with a nonphosphate detergent <br />scrubbing, followed by a distilled water rinse. No sampling of the stockpiled overburden soil <br />was required by Mr. Parker. The sample was maintained under chain -of -custody control at all <br />times. <br />After collection, the sample was sealed with teflon tape, covered with plastic endcaps, labeled <br />and immediately put on ice in an insulated container for transport to state -certified Mc{Campbell <br />Laboratories (McCampbell) in Pacheco, California.
