6.0 DISCUSSION
The analytical results indicate the contents of the tank (without motor oil)
are non-toxic. The soil analysis results do not indicate any significant
contamination in the ground or suspected leakage of the tank. Under Title 22,
Section 4 of the California Administrative Code (see Appendix VII) , paragraph
66796, the tank was properly cleaned for reuse. The water phase of the tank
did not contain any of the specific chemicals listed in paragraph 66680. The
contents are not regulated under any of the common name categories. The
bioassay indicated the waterphase to be non-toxic (paragraph 66696). None of
the bioaccumulative toxics were identified (paragraph 66699). The material is
not ignitable (paragraph 66702) , reactive (paragraph 66705) , corrosive
(paragraph 66708) , or infectious. Meeting these requirements, and providing
no free oil is placed in the tank, allows the waste to be classified as non-
hazardous. Therefore, the tank may be left in place and is not regulated as
an underground hazardous materials storage tank if the client desires.
The opportunity at this time to tie into the City of Stockton sanitary sewer
` system may now make removal of the tank a more viable option than its
continued use. This opprotunity was not open for consideration at the time
the viable initial work was undertaken. IT is preparing a cost estimate for
the tank removal and site closure at the client's request. This will be
provided under separate cover.
7
EN6:0551/02196
