San Joaquin <br /> Stockton, California 95202 <br /> Reference: Waste Characterization of the Impacted Soils at the <br /> Pacific: Hell Facility in Stockton, California; <br /> Versar Job No. 6264.308 <br /> Dear Mr. Knoll: <br /> Th_ purpos.- of this letter is to inform ycu of the <br /> methodology that Versar proposes to use to characterize the <br /> diesel impacted soils at the Pacitic Bell Ashley Road Facility in <br /> Stockton, California (Pacific Bell facility number UE-132) , It <br /> is ;necessary to characterize the .impacted soils to demonstrate <br /> that the soils are not a hazardous waste and may therefore be <br /> treated on site. The methodology of the waste characterization <br /> is outlined below. <br /> Any waste may be categorized as a hazardous waste and must <br /> be managed as such, if it hazardous pursuant to any of the <br /> following criteria: (1) Toxicity; (2) Ignitability• (3) <br /> Corrosiv_ty; and (4) Reactivity. These criteria are defined in <br /> i ' the Title 22 of the California Code of Regulations (CCR) Chapter <br /> 30 Article 11 - Criteria for the Identification of Hazardous and <br /> Extremely Hazardous Wastes. <br /> During the drilling of the boreholes for the pilot test 0 <br /> the vapor extraction remedial option, Versar shall collect soil <br /> samples for submission to a State of California Department of <br /> Health Services (DHS) certified analytical laboratory for <br /> analysis. The soil samples will be collected and handled in <br /> accordance with all appropriate state and federal regulations and <br /> will be transported to the laboratory under chain of custody. <br /> The samples will be analyzed for the criteria outlined below. <br /> Toxicity: The sample will be used in a bio-fish assay <br /> pursuant to Section 66696 of Title 22 CCR to <br /> determine the acute aquatic 96-hour i;,[`50 <br /> (lethal concentration which will kill 50% of <br /> a given population) .
