Hammer Lane, Stockton, CA and
2680 Reynolds Ranch Parkway, Lodi, CA
The San Joaquin County Environmental Health Department (EHD) has completed the review of:
(1.) Objections to violation 316 related to small liquid accumulations in submersible
turbine pump (STP) sumps "due to condensation, and not liquid intrusion per code"
(i.e., "water intrusion by precipitation, infiltration, or surface runoff') presented by
letters dated 31 March 2017 and 22 May 2017; and
(2.) Comment presented by letter dated 31 March 2017: "The Phil-tite spill buckets at
our Stockton gas station are state-approved and EVR-compliant, and have
been in place since the station opened in 2004. We understand that if they fail
we have the right to repair them rather than automatically replace them. If this
is not correct and these spill buckets are no longer approved equipment,
please provide us with the regulatory citations so that we may review and
change our procedure if warranted." This is in reference to the EHD statement
"When these three spill containers fail they shall be replaced with a spill container
that has a minimum capacity of five gallons, is protected by galvanic corrosion, and
has either a drain valve which allows drainage of the collected spill into the primary
container or provides a means to keep the spill containers empty pursuant to CCR,
Title 22, section 2635(b)(1).
The EHD comments as follows:
Concerning violation 316 - Secondary containment not constructed to prevent water
intrusion (after July 2003):
