ARCO Marketing Operations Construction Safety Policy
As required by the OSHA standard, machinery or equipment capable of movement will be
stopped and the power source de-energized or disengaged and if necessary the moveable
parts will be mechanically blocked or locked out to prevent inadvertent movement during
cleaning, servicing or adjusting operations unless the machinery must be capable of
movement during this period in order to perform the specific task. In such a case, employees
will use extension tools or other methods or means to protect themselves from injury due to
such movement.
At retail gasoline facilities, the contractor shall typically turn off and lock out (or disconnect) all
electric power at the main control panel. The panel must be appropriately identified that work
is in progress on that piece of equipment and the equipment is temporarily out of service.
Dispensers should also have impact valves secured (closed). Prior to commencement of
work, test the valve by checking flow through the nozzle into an approved container. Flow
should stop after system pressure is released.
P. Hazardous Waste Operations and Emergency Response - 29 CFR
1926.65
The Hazardous Waste Operations and Emergency Response (HAZWOPER) regulation
defines various levels of involvement or duties related to hazardous wastes. There are two
broad classifications: hazardous waste workers and emergency responders. Each of these
categories are further divided.
Contractors engaged in hazardous waste operations or emergency response activities are
required to provide extensive training (24-40 hours) and field supervision for their employees.
Other requirements may include:
• safety and health program
• site characterization and analysis
• site control
• training
• medical surveillance
• engineering controls, work practices and personal protective clothing
• monitoring
• informational programs
• handling drums and containers
• decontamination
• emergency response
Q. Material Handling Program (Forklifts/Earth Moving Equipment) - 29
CFR 1926.602
8
