ARCO Marketing Operations Construction Safety Policy
Forklifts, earth moving equipment, loaders and similar equipment are required to be
maintained in good working order. Vehicles are required to be inspected at the beginning of
each shift. Inspection items include: brakes, parking system, tires, horn, steering mechanism,
seat belts, operating controls and safety devices. All defects must be corrected before the
vehicle is placed in service.
Seatbelts are required for vehicles which have roll-over protection structures (ROPS). Audible
alarms are required for bi-directional machines such as front-end loaders, bulldozers,
compactors and related equipment. Unauthorized persons are not allowed to ride on powered
industrial trucks.
R. Excavation Safety Program - 29 CFR 1926.650
When employees are required to enter excavations greater than five feet in depth, protective
measures are required. Protective measures include shoring and sloping of the excavation
walls. The specific degree of slope depends on the soil type. Before starting excavation
operations, underground utilities and pipes should be located. Typically, the utility companies
will respond and mark the locations of the utilities. When there is uncertainty as to the exact
location of the underground installation, the excavation operation may proceed by a safe and
acceptable means.
Daily inspections, by a competent person, of the excavation, protective systems and adjacent
areas are required to ensure safety. Excavations in areas where hazardous materials may be
encountered will be monitored for oxygen concentration, flammability and concentration of
toxic atmospheres. Hazardous conditions will be controlled to prevent worker exposures.
S. Scaffold Safety Program - 29 CFR 1926.451
The most fundamental requirement of the OSHA Scaffolding Standard is that scaffolds must
be erected, moved, dismantled or altered under the supervision of a competent person.
Scaffolds above 10 feet require guardrails and toe-boards on open sides (7.5 feet in
California). Scaffolds 4-10 feet which have a minimum horizontal distance, in either direction,
of less than 45 inches, require guardrails on open sides. There are also requirements for
access (ladders), planking overlapping (at least 12 inches) and over hanging supports (6-12
inches). There are more than a dozen types of scaffolds. See specific requirements in
sections referenced above.
T. Fall Protection Program - 29 CFR 1926.500
When employees work on a walking/working surface with an unprotected edge greater than
six feet, fall protection is required. Acceptable methods of protection include: guardrails,
safety nets or personal fall arrest devices. These requirements do not apply to inspections,
9
